Like Washington state, Québec is a clean economy leader, setting the pace for their country.
Québec introduced its cap-and-trade system ten years ago. Washington’s cap-and-invest system commences this year, and is designed to potentially link in the future with the programs in Québec and California, meaning that businesses in one jurisdiction can use emission allowances issued by the others for compliance. The number of businesses interacting under the cap reduces compliance costs by creating more options for finding the most cost-effective opportunities.
The Ministry of Environment will share lessons from their decade of cap-and-trade experience, lessons that will be valuable to the Washington state government officials tasked with managing our program, and to the Washington state businesses that operate within the system.
We’ll visit clean energy facilities and meet with business leaders to get a firsthand look at how Québec is transitioning to a low-carbon economy:
